Old core, new frontier
Liverpool is one of Sydney's oldest settlements and one of its fastest-growing areas at the same time.
The established suburbs. Liverpool, Warwick Farm, Lurnea, Cartwright, Miller, Busby and Heckenberg include large amounts of post-war housing, including former public housing, built in fibro and brick veneer.
The river suburbs. Moorebank, Chipping Norton, Hammondville and Casula, with a mix of eras and some flood-affected land near the Georges River.
The growth area. Austral, Leppington's surrounds and Kemps Creek, where rural-residential land is being cleared for new housing.
Asbestos
Survey first on anything built or renovated before about 1990. Fibro houses, eaves, bathroom linings, garages, carports and fences are the usual places. Removal is by a separately licensed asbestos removalist, with clearance, before demolition. See asbestos-aware demolition.
Site clearing and fill
On growth-area properties the house is often the smallest part of the job. Sheds, glasshouses, stables, fencing, dumped rubbish and fill all need removing, and suspect fill is tested before disposal. See site clearing.
Flood-affected land
Parts of the LGA near the Georges River and its creeks are flood-affected. That mainly affects what can be built next, but it can influence site conditions, access in wet weather and erosion controls during demolition.
Council
Liverpool City Council. Many dwellings can be demolished under a complying development certificate. Heritage items (Liverpool has a number, reflecting its early history), flood-affected or otherwise constrained sites, and non-standard proposals need a development application. Questions people ask before they commit
Are older Liverpool houses likely to contain asbestos?
Yes. Suburbs such as Liverpool, Warwick Farm, Chipping Norton, Lurnea, Cartwright and Busby contain a lot of post-war fibro and 1960s–70s brick-veneer housing, much of it with asbestos cement in cladding, eaves, wet areas or outbuildings. A survey comes before the price.
Do you clear rural-residential blocks in the south-west?
Yes. Areas such as Austral, Kemps Creek and parts of the growth corridor include acreage with old houses, farm sheds, market-garden structures, fencing, dumped material and vegetation. Clearing is subject to council controls and, where relevant, native vegetation rules.
Can fill on older south-west sites be contaminated?
It can. Fill of unknown origin on former farming or industrial land sometimes contains asbestos fragments or other contaminants. Suspect material is tested before it is moved, because disposal cost depends on its classification.
Which approval applies in Liverpool?
Liverpool City Council, or an accredited certifier for complying development. Many dwellings qualify for a complying development certificate; heritage items, constrained sites and non-standard proposals need a development application.
